Hub manual-order wizard (step 2 Shipping). The Enable Partial Shipment toggle silently did nothing: groups were sent to the delivery widget with consolidatable=true (widget merged them to one shipment), and manual carts never ran holdInventory so no groups were sent at all. Fix: consolidatable=false + holdInventory in Shipping::getSession/updateSession. UX: stock-availability summary with colored badges (green in-stock / amber supplier), toggle moved above the widget and hidden when there is no stock mix, invoice-impact helper text, carrier-neutral copy, translations across 11 locales. Verified on staging. PR #556.
